“Drafting of legislation is an art. And, art is not what you see, but what you make others see.”
Legislative Studies have always been a neglected academic discipline which has to be taught and studied as a specialised subject or a discipline. Drafting of legislation is an art. And, art is not what you see, but what you make others see. As a draftsman, your job is to transmit the legislative policy into an Act of Parliament. Trust me, that is not an easy job in any stretch of the imagination. As a drafter not only you require thorough knowledge of the language in which the legislation is to be drafted but also a reasonably good understanding of the problem which is proposed to be solved.
With the objectives of making the learners familiar with the practical guide to legislative drafting in India and appreciate various nuances of legislative drafting, legislative enactments and other significant provisions, we thought of introducing an Online Appreciation Course in Legislative Drafting which is a short term certificate course of just 7 days ( 15 hours). The course comprises seven modules and the lectures are delivered by the experts who are “the best in the industry”. We rolled out the first edition of this course in March 2021. It was offered with collaborative efforts of Manav Rachna University, Suveeksha Eduskills and Bar & Bench. We brought together the rich experience and abundant knowledge of seasoned professionals across the country. As a Course Director, I took every suggestion and input of the experts very meticulously into consideration to design this course. Mr PK Malhotra, Executive Chairman, CLSR & former Secretary, Ministry of Law & Justice, Govt. of India was kind enough to spend considerable amount of time with me in streamlining the course. I must admit that it was just a small thought that has taken the shape of a splendid flagship event. Having received an overwhelming response and very encouraging feedback from the participants enrolled in the first edition, we decided to roll out the 2nd edition of the same course again in the month of August 2021 which has been over recently. Having conducted the appreciation course in two sessions, now the time has come to roll out an advance course in Legislative Drafting. I appeal more and more learners to enroll for this course which will earn them special skills and techniques in the field of legislative studies.
